A Road Map for Institutional Transformation by 2030
Taif University has launched a road map aimed at transforming it into an independent, non-profit university by 2030, which has the institutional capacity and ability to adapt to developments, invest resources effectively, and achieve high productivity.
The University unveiled this road map during a workshop attended by a number of officials, experts and specialists on the details of its institutional transformation project, which aims to transfer it from the culture of the governmental institution to the culture of efficiency, performance development and achieving excellence according to the Vision of the Kingdom 2030.
In attendance were also the advisor of the Arab Education Bureau for the Gulf States, the former Yemeni Minister of Education, Dr. Abdul Salam Al-Joufi, the Undersecretary of the Ministry of Education for Planning and Development, Dr. Niaf Al-Jabri, the Secretary of the Interim Committee for Assuming the Powers of the Higher Education Council, and the Executive Director for Academic Evaluation and Accreditation, Dr. Ahmed Al-Jubaili.
Also participating in the discussion were the Director of the Academic Leadership Center at the Ministry of Education, Dr. Omar Al Suwailem, the Vice President of King Saud University for Female Students, Dr. Enas Al-Issa, the Supervisor of the Vision Office at King Saud University, Dr. Ali Musmali, and the project team.
Taif University President Dr. Hossam bin Abdul Wahab Zaman said that the University's drive to implement the institutional transformation project comes after completing a number of developmental projects and initiatives during the past two and a half years, including the implementation of the program transformation projects and the technical transformation, as well as launching another project to develop graduate programs. The members of the project team gave a comprehensive presentation on the institutional transformation process at Taif University, which began with the launch of the #Taif-University-We-Want-Initiative by TU President, Dr. Hussam Zaman, adopting the agile management model, a University without Walls, and the launch of the University Strategic Plan 2018-2022.
They also reviewed the pillars of institutional transformation at Taif University, namely the Kingdom's Vision 2030, the objectives of the National Transition Program 2020, the Vision of Taif University 2022, the administrative and financial issues of the University, and the draft bylaws of universities. The objectives of institutional transformation were also presented: establishing a flexible administrative system for all paperwork and building an outstanding education system.
They pointed out that the project team completed several stages in the institutional transformation, including the stage of analysis and evaluation of the current situation, which depends on the implementation and development of processes or products, and has taken many initiatives, most notably the development of the strategic plan for the University 2022, and the initiative of transformation leaders, the Office of Institutional Transformation, the establishment of the Office of the Efficiency of Expenditure and the Monitoring of Implementation, the establishment of the Standing Committee on Finance, the automation of internal operations, the establishment of risk management, the establishment of a university endowment project and human resources management.
Members of the Institutional Transition Project team noted that the second stage was that of administrative and financial benchmarking, for the purpose of measuring performance, identifying shortcomings and critical processes, best practices, motivation and adoption of change, compared to international university models and one local non-profit institution.
The terms of reference, responsibilities, quality and accountability (performance development indicators and internal accountability framework), staffing, decision autonomy in administrative, financial, academic and human resource management, administrative structure, policies and procedures.
The institutional transformation team noted that, based on the comparative analysis, as well as the group's study on the process of institutional transformation, the proposed model of institutional transformation aims at keeping pace with leading educational institutions, applying modern management concepts to improve the quality of services, best practices that link input to output, and raise productivity by creating an organizational climate that catalyzes human resources. The proposed model for institutional transformation is based on three fundamentals: organizational efficiency, organizational capacity, and agile management, and includes three elements: organizational structure, human resources, and infrastructure.
According to the road map proposal, Taif University aims to become a public non-profit university by the year 2020 in the transition phase and to become a fully non-profit organization by 2030 through the restructuring of administrative units, the establishment of an institutional transformation office, a standing committee for financial affairs, an office for spending efficiency, and finally an endowment run by the University.
The participants in the workshop presented their views and observations on the institutional transformation project at Taif University, and praised the University leadership in this field. The members of the project team, under the leadership of the acting vice-president, Dr. Turki Al-Thubaiti, explained many points related to these comments.
