Functions of the University Council

Article 20 of the Council of Higher Education stipulates that subject to the requirements of this and other regulations and the provisions of the Council of Higher Education, the University Council shall administer the academic, administrative, and financial affairs and implement the general policy of the University. In particular, the University Council is tasked with the following:

  • Adopting the training and scholarship plan
  • Proposing the establishment of colleges, institutes, departments, research centers, ancillary deanships, modifying or abolishing their names, or merging them
  • Adopting academic disciplines and graduate programs
  • Awarding degrees to university graduates
  • Awarding honorary doctorates
  • Tailoring the academic calendar in terms of commencement, end of the academic year, and naming any holidays in between
  • Outsourcing faculty members, seconding them to perform specific scientific missions, granting them full-time leave, and ending their services
  • Approving curricula, study plans, textbooks and references based on the proposals of the councils of the relevant departments and colleges
  • Proposing all kinds of financial bonuses and subsidies for students
  • Approving the draft budget of the university and submitting it to the Minister of Higher Education
  • Adopting the internal regulations of the university provided that such regulations do not entail any financial or functional benefits
  • Proposing or amending university regulations
  • Discussing the annual report in preparation for submission to the Higher Education Council
  • Allotting the moneys allocated to each college, institute, or independent research center to spend within the limits of the Financial Regulations
  • Discussing the final auditing report of the university in preparation for submission to the Cabinet of Ministers
  • Approving the university's extracurricular activities
  • Appointing faculty members on the recommendation of the Scientific Council
  • Accepting donations, gifts, wills, etc., without prejudice to the basic purpose for which the university was established
  • Setting rules for visiting or transferring students from and to the university
  • Discussing subjects referred to it by the Minister of Higher Education or Rector or proposed by any member of the Council. The Council may establish standing or ad hoc committees from among its members or from others to study what the Council assigns them
